  • The short answer

Short-letting a property in Dubai requires a holiday home permit from the Department of Economy and Tourism. The permit is issued against a specific unit, must be renewed, and operating without one carries penalties. It is the owner’s obligation even where an operator administers it.

    Process

How do you register a holiday home in Dubai?

Seven steps. The first one has nothing to do with DET, and skipping it is how people end up with a valid permit they cannot use.

    • A low-rise residential community with landscaped gardens, walkways and apartment balconies overlooking them.
Step 1, and the one people skip: the community rules. A DET permit does not override a building that prohibits short-letting.
    • A furnished bedroom with full-height windows overlooking the Dubai skyline at sunset.
Classification. DET grades the unit, and the grade sets both the permit fee and the tourism dirham charged per night.
    • A person holding a set of house keys in front of a front door at handover.
Only after the permit is issued. A confirmed booking for an unpermitted night is a problem you created yourself.
    1. Confirm the unit is eligible Check the community rules and the owners association position before anything else. A permit does not override a building that prohibits short-letting.
    2. Register as an operator with DET As an individual owner or as a licensed company, depending on how many units you intend to run.
    3. Submit the unit for permitting With ownership evidence, identity documents and the unit details.
    4. Pass classification and inspection The unit is classified, which sets both the permit fee and the tourism dirham rate applied per night.
    5. Pay the fee and receive the permit
    6. Register guests, remit tourism dirham For every stay, for as long as the permit is active.
    7. Renew before expiry Diarise it. A lapse is not a paperwork problem, it is unlicensed operation.
    Obligations

    What does the permit require?

Eight items, and the last column is the one to read — several obligations stay with the owner even when an operator carries out the work.

    The rule

    What does the regulation say?

The verbatim provision requiring a permit for short-term letting goes here.

    Mistakes

    What do owners get wrong?

A furnished living room with a sofa and coffee table, set up to the standard a short-let guest expects.
A unit furnished to short-let standard. The permit attaches to this specific property and to its owner — not to whoever is managing the bookings.

Every mistake below comes from the same assumption: that the permit is the operator's paperwork. It is not. It is issued against the unit, and the owner carries the exposure if it lapses.

    • Assuming the operator holds the permit Most operators administer the application, which feels like the same thing. It is not — the permit attaches to the unit and the owner stays responsible for its validity. Ask to see it, and ask again at renewal.
    • Taking bookings before issue Processing takes time, and a confirmed booking for an unpermitted night is a problem you created for yourself.
    • Skipping the community rules A DET permit settles the regulatory question and says nothing about whether your building allows it. Both have to be true.

    FAQ

    Questions people ask

Answer first, then the detail. Every figure quoted here is the same figure the page above it publishes, with the same source.

Do I need a permit to short-let my Dubai property?

Yes. A Department of Economy and Tourism holiday home permit is required before a property is let on a short-term basis in Dubai. There is no threshold below which it does not apply — one night of paid short-let occupancy needs it.

How much does a Dubai holiday home permit cost?

Permit fees are set by DET and vary by unit classification: . Confirm the current schedule with DET directly, as fees have been revised more than once.

How long does the permit take to issue?

Processing time is . Build it into your plan before committing to a furnishing package or accepting bookings.

How often does the permit need renewing?

The permit runs for a fixed term and must be renewed: . A lapsed permit means the property is being let unlawfully, regardless of whether bookings are already in place.

What happens if I short-let without a permit?

Operating without a valid permit carries penalties: . The obligation sits with the owner, so an operator's failure to maintain the permit does not transfer the exposure away from you.

Can my building stop me short-letting even with a permit?

Yes. A DET permit addresses the regulatory position, not the community one. Owners association rules and the building’s title documents can restrict or prohibit short-letting independently, and they are worth checking before you apply.
